Retos y limitaciones del derecho a la educación en su implementación en el Sistema Nacional para el Desarrollo Integral de la Familia (SNDIF). Un estudio de caso en una estancia infantil DIF, su personal y las actividades con las infancias.

This article analyzes the limitations and challenges of implementing the National Early Childhood Education Policy (PNEI) in Mexico's National System for the Integral Development of the Family (DIF) under De Beco's right to education model. The study explores how the PNEI affects the quality and accessibility of early childhood education in contexts not fully integrated into the Ministry of Public Education. A case study approach was used, based on observations and interviews over four months at a DIF Child Care, Development and Attention Center. Thematic analysis was used to document staff conditions and educational practices targeting children under three years of age. The results highlight the difficulties in transforming a precarious and highly-turnover workforce into a stable and skilled one, crucial to implementing a curriculum consistent with a rights-based approach. The need to integrate DIF more effectively within the PNEI is underlined in order to improve educational quality and meet rights-based standards in early childhood education. This study contributes to the academic debate on inclusive educational policies and their impact on educational equity and child development in Mexico.
